Complainant Insists Taraba PCC Boss Held His File For Six Months, Released It After Receiving Bribe

 A complainant, Kaigama Kwensa Alaburah, has alleged that the Head of Public Complaints Commission (PCC) in Taraba State, Mr. Nuhu Sabo Zakari, deliberately withheld an investigative file for over six months and only acted after allegedly receiving a financial inducement.

Alaburah responding to a rejoinder by Mr. Nuhu Sabo Zakari earlier published by this newspaper  claimed that Zakari received a payment of ₦50,000 into a personal bank account on July 11, 2025, in connection with the matter, insisting that the transaction is verifiable.

He further alleged that the PCC official intentionally delayed forwarding a concluded investigative report to the Local Government Service Commission, dismissing claims that the delay was procedural.

 REJOINDER: THE PUBLIC DESERVES THE TRUTH, NOT DISTORTION FACTS.

My attention has been drawn to the so-called “Right of Reply” published by Mr. Nuhu Sabo Zakari of the Public Complaints Commission (PCC), Taraba Truth & Facts, May 12, 2026 in which he desperately attempted to whitewash serious allegations of abuse of office, nepotism, obstruction of due process, and deliberate suppression of an investigative report.

Ordinarily, I would not dignify such a misleading narrative with a response, but for the sake of public accountability and institutional integrity, it has become necessary to place the facts before the good people of Taraba State and the Nigerian populace.

First, contrary to his carefully manufactured account, Mr. Nuhu Sabo Zakari personally received a deposit of Fifty Thousand Naira (₦50,000) into his GTBank account No. 0116678109 on 11/07/2025 in connection with this matter. This transaction is verifiable and forms part of the documentary evidence available for public scrutiny.

Secondly, it is completely false and dishonest for him as an Ombudsman to suggest that the delay in forwarding the concluded investigative report was procedural or administrative. The truth is that he deliberately frustrated and withheld the transmission of the report to the Local Government Service Commission because of his close relationship with Mr. Dwaseh Jesse, who is not only from the same tribe as him but also his relation.

His conduct was and still remain a classic case of conflict of interest, abuse of public office, and compromise of institutional neutrality.

It was precisely this unethical interference that compelled me to petition the Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC) on 25/07/2025.

Significantly, it was only after he was invited by the ICPC that he suddenly realized the implication of his actions and then forwarded the report he had previously suppressed. The timing speaks for itself and exposes the hollowness of his present claims.

Furthermore, after the report was eventually forwarded, I formally applied for a Certified True Copy (CTC) of the investigation report through my lawyer. Rather than comply with transparency requirements, Hon. Nuhu refused to release the document and consistently avoided my lawyer.

His continued evasion and obstruction left us with no option but to institute legal proceedings in Suit No. FHC/JAL/M/45/2026 at the Federal High Court Jalingo.

It was the intervention of the PCC Headquarters, after the matter attracted wider institutional attention, that led to the discontinuance of the case.

Even more disturbing is the fact that despite the conclusion of investigation and forwarding of recommendations, the Local Government Service Commission has still failed to implement the PCC report, in clear violation of the enabling laws establishing the Commission and the principles of administrative justice.

Shockingly, instead of mounting pressure on the Local Government Service Commission to obey and implement the PCC findings, Hon. Nuhu has chosen the dishonourable path of manufacturing distractions of trying to ridicule the ICPC a well respected anti-graft agency who are diligently doing their investigation to unearth the facts of the allegations against him and peddling false narratives about my employment status which he mentioned in his right of reply after forgetting that my employment status was sorted out during the investigation process and mentioned in their report.

However, whether I am a staff member of the Primary Health Care Agency or not is completely irrelevant to the substance of the allegations and does not erase the documented acts of obstruction, concealment, and abuse of office that occurred.

This diversionary tactic only reinforces the public perception that Hon. Nuhu Sabo is more interested in protecting vested interests than defending truth, transparency, and accountability.

Public institutions are not tribal extensions, family enterprises, or personal shields for cronies. Officers entrusted with quasi-judicial responsibilities must rise above ethnic loyalty, personal relationships, and administrative manipulation.

The Nigerians deserve public servants who uphold integrity, not officials who act only when confronted by anti-corruption agencies or judicial processes.

I therefore stand firm by my allegations and challenge Mr. Nuhu Sabo Zakari to publicly deny:

• receiving the ₦50,000 deposit into his GTBank (000) account on 11/07/2025;

• deny me meeting him in his office on 26/05/2025 where he insisted he should not involve the investigation officer.

• deny withhold the file for over 6months before my meeting him.

• delaying the transmission of the report before the ICPC petition;

• refusing to release the Certified True Copy requested;

• avoiding legal correspondence until court action was initiated;

• and the fact that the report remains unimplemented to date.

No amount of media gymnastics can erase documented events.

The public deserves accountability, not carefully rehearsed excuses.
